703. Cable Television Channel Programming Policy

703.1 | The Library's Cable Channel shall be referred to as The Library Channel. The purpose of programming on The Library Channel is to extend library programs to a wider audience, to inform the community about Library services, to promote reading and Library use, to record community events of enduring interest, to disseminate the visual history of the community, and to make meetings and events originating from Meeting Room A more accessible. |
703.2 | Priority will be given to Library programs of interest to those who may be unable to come to the Library, particularly children. |
703.3 | Community meetings and events originating from Meeting Room A may be cablecast live on The Library Channel if it is determined to have broad community appeal and it can be accommodated without major disruption to the Library's program schedule. Assistance by Library staff may be offered as it is available. Groups utilizing The Library Channel accept full legal responsibility for the content of their program. |
703.4 | The Library will not proscribe or cancel the cablecast of any program solely because an individual or group may find the content objectionable. |
703.5 | The Library Board neither approves nor disapproves of content, topics, subject matter, or points-of-view of individuals or groups whose programs appear on The Library Channel. |
703.6 | All meetings or functions of the Library's Board of Trustees and its support groups have full access to The Library Channel as needed and their use may include advocacy on behalf of the library. |
703.7 | In accordance with Board Policy 814, copyrighted materials or performances will not knowingly be cablecast without permission and the Library will make good faith efforts to obtain such permission. |
703.8 | This policy shall be administered by the Library Director, or her/his designee, who is authorized to adopt rules to implement it. |
703.9 | Policy determinations for all public channels may be appealed to the Iowa City Telecommunications Commission. |
703.10 | All policy determinations of the Iowa City Telecommunications Commission may be appealed to the Iowa City City Council. |
